Education and Qualifications
He obtained diploma in Construction Engineering
Management and Laws and graduated from Hunan University
Postgraduate School of Law.
Practice
Mr. Chen has successively been involved
in civil construction, designing, budgeting of city
roads and bridges. He used to act as a department manager
of Construction Company at State-level and Deputy General
Manager of a real estate development company. He also
used to serve as Legal Counsel for Hunan Roads and Bridges
Construction Group, Hunan Xicheng Group, Hunan Chuangyuan
Investment Group, Hunan Yuyang Enterprise Group, Hunan
Litan Expressway Investment Co., Hunan Fengmao Property
Co., and Hunan Xiangxiucheng Real Estate Co (a Sino-foreign
joint venture)
He used to lecture on State Investment Laws on Capital
Construction and laws and administrative regulations
of China in BOT government franchised projects, the
signing of a package of agreements by parties involved
and the contract management and claiming for civil construction
project under the contract condition common with the
World Bank to technical personnel in this field on the
invitation by Hunan Provincial government.
He’s expert at legal strategic plan of large and medium-sized
civil engineering and real estate development projects,
BOT government licensed project. His typical projects
includes franchise financing project for Hunan Litan
Expressway at an amount of BOT investment of RMB 2.27
billion、Hunan Linchang Expressway Project Legal Counsel、Zhangjiajie
Yuyuan Expressway（BOT type）、Hengyang Xiangjiang River
No. 3 Bridg（BOT type）、Nanjing Yangtse River Second Bridge
and The Third Bridge under construction and a number
of other influential infrastructure projects in Hunan
Province.
